When the City of San Diego Eliminated Trash Cans at Coastal Spots in an Attempt to Bridge a Budget Gap, Surf Shop Owner Stepped Up to the Plate to Show How Private Hands Can Fill In the Gap
San Diego, CA -- In response to a rising budget deficit, the City of San Diego last year moved to eliminate trash collection at 28 beach-access and other coastal spots, saving the city $125,000. The decision, although arguably necessary, did not go unnoticed by beachgoers, especially surfers. At many points along the coast, surfers have the religious habit of spending sometime at the water’s edge, sipping on a hot drink, chatting with friends, and checking out the waves. After the drink is over, friends go their way, the surf keeps pushing, and the coffee cup is tossed into a fairly familiar trash can. But now that good ol’ basket is likely to be either full or all together absent.
This, however, is not the case at the “Hermos lookout,” which sits around the corner from the point at Pacific Beach. Glenn Paculba, owner of Star Surfing Co., a surf shop located on Mission Blvd., decided to step up to the plate and pick up the tab where government resources were lacking. Paculba contacted the City of San Diego and asked for permission to become responsible for the trash pick up at that location, which the city gladly granted. Since then, this giving and jovial surf shop owner has been collecting trash every Tuesday, making it possible for surfers to continue to sip on their drinks, chat with their friends, and watch the surf, without having to worry about finding a new destination for their coffee cup.

On May 9, 2009, there were news that someone had stolen the trash can from the PB Point lookout. "Someone cut the chain and stole the trash can - I'm replacing it next week - it's a sad commentary on our society," Paculba told this website, just four days after the original report had gone up.
